Juigalpa is a city in central Nicaragua. The name Juigalpa means “land abundant of jicaro [Crescentia alata, a species in the trumpet-flower family Bignoniaceae]” and “breeding of black snails” in the Indian language Náhualt.  The seeds of the ‘jicaro’ tree are black, but which black snails might have been meant remains somewhat mysterious. Anyway, in the flag they are white: four identical, dextral snails. Since they are stylised this doesn’t give much of a clue about their origin, but I doubt if they are locals.
